
26th May 2025 – (Hong Kong) Today, the Department of Health (DH) officially inaugurated the Community Dental Support Programme (CDSP) to extend supplementary government-subsidised dental services to financially disadvantaged individuals. The CDSP is poised to enhance service capacity, aiming to accommodate at least twice the current volume of participants in general public dental sessions at government dental clinics, catering to approximately 40,000 individuals annually. Presently, 32 non-governmental organisations (NGOs) are actively engaged in the CDSP, offering nearly 80 dental service points spanning all 18 districts of Hong Kong.
Individuals availing services through the CDSP must possess a Hong Kong identity card, be enrolled in the Electronic Health Record Sharing System (eHealth), and qualify as beneficiaries under the following schemes:
- Old Age Living Allowance (OALA) by the Social Welfare Department (SWD)
- Community Care Service Voucher Scheme for the Elderly (Level 2 co-payment category) by the SWD
- Integrated Home Care Services (Frail Cases) (IHCS), Enhanced Home and Community Care Services (EHCCS), or Home Support Services (HSS) (Level 1 or Level 2 fee charge or co-payment category) by the SWD
- Patients of the Hospital Authority (HA) receiving Medical Fee Waiver (full or partial waiving)
Service users under the CDSP are eligible to apply for subsidised dental services once every 180 days. Following an assessment by the attending registered dentist, individuals will receive specific subsidised dental services, including oral health assessments, pain relief medication, X-ray examinations, dental fillings or extractions, with each tooth categorised as a “Teeth Filling/Extraction Quota”.
A nominal administration fee of $50 per tooth (teeth filling or extraction services) is to be paid directly to the NGO by each service user. The maximum fee required is $150 (for a maximum of three teeth treated every 180 days). Government subsidies for the administration fee will be extended to eligible individuals under specific SWD schemes or HA medical fee waivers.
Those interested and eligible can access the list of participating NGO dental clinics on the DH’s thematic webpage to schedule appointments for services. Queries concerning eligibility can be directed to the registered social worker overseeing their case. Through the eHealth app, service users can review their consultation records and, in the upcoming months, access electronic oral health records for a better understanding and monitoring of their dental health.
